The Joint Electricity Regulatory Commission (JERC), on January 5, 2026, notified the Joint Electricity Regulatory Commission (Consumer Grievances Redressal Forum and Ombudsman) (First Amendment) Regulations, 2025 in exercise of powers under sections 42 and 181 of the Electricity Act, 2003. The amendments apply to the State of Goa and the Union Territories of Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, Lakshadweep, and Puducherry, and come into force from the date of publication in the Official Gazette.
The notification revises key provisions relating to the composition, appointment, and service conditions of the Consumer Grievances Redressal Forum (CGRF) and the Ombudsman. Significant changes include updated eligibility criteria and transparent selection procedures for Member (Consumer/Prosumer), voting rights for all CGRF members, enhancement of timelines for disposal of grievances, and revision of procedural requirements. It also introduces provisions for leave entitlements and a fixed transport allowance for Independent Members and Consumer/Prosumer Members.
Further, the amendments rationalise timelines under Annexure-I for acknowledgement of complaints, issuance of orders by the Forum, registration of representations before the Ombudsman, and final disposal of cases, aiming to strengthen consumer protection and procedural efficiency. Transitional provisions allow existing appointees to opt for revised consolidated salary and service conditions under the amended regulations.
